They all have a built in battery that needs to be charged for it to work. This can be done with a mains charger in home (most do not come with the mains charger which you would have to buy seperately)
The battery tends to last 4 to 2 hours IF YOU HAVE REMEMBERED TO CHARGE IT!

Yes you can. It can run off of a battery, which a car or in home charger can charge it.

You only plug it in to charge it.
If it is already charged then there is no need to plug it in

the cigaret lighter is there to help charge up the GPS power, once is charged you can unplug it, should still be able to work.

the lighter socket is only for charging the battery on your gps it will run without charging as long as its pretty new. once they get a bit older the battery life goes down the drain and may not even turn on without being plugged in
