I don’t mean using a regular car GPS system like a TomTom in pedestrian mode because I don’t own a car and don’t want to pay for a feature I won’t need.
What are some good handheld GPS systems for walking around cities as a pedestrian in England?

I take it,you are talking "hand held ground positioning systems "?.and not phones,That is what
your question suggests so the answer is Magellan The British Army ,selected regiments,use them
and that should suit you,you are also able to buy a charger to charge up your GPS,this is run
on batteries that will give you 3-4 charges..o.k.

ovi maps on nokia phones are very good, it has specific pedestrian navigation and is 100% free and maps can be downloaded through your computer and are stored ‘on device’ so is the navigation.
they have a large database of built in POIs too.
