Ventrilo is a widely used program for voice communication. Although it does cost money to run a server, it isn’t that hard to find someone that has a server operating already. (ie. counter-strike, WoW, etc.)
Though, if you can’t find anyone than skype is the one I recommend to use. The clarity of the voice is pretty decent. The only downside to it is there is no push to talk button.

Try Ventrilo… google free ventrilo servers and your good… we use that when we play starcraft or warcraft…
